Public Meeting on 637 for FHA

Family Home Agency (FHA) service providers Enriching Lives and California Mentor have been providing services to individuals during the time when they would typically be attending day programs. Due to the COVID 19 pandemic, day programs have been closed. As a result, the FHA has had to provide services to the individuals residing in the home during day program hours. Regional Center of the East Bay (RCEB) is requesting that Welfare and Institutions Code (WIC) Sections 4689.1(7)(b) and 56082(b) (rates), be waived to allow RCEB to increase the last tier allowed for FHA providers, from tier 4 to tier 5. This will allow an increase in the rate to pay the home provider additional funds to support the individuals residing in the homes during day program hours.
In addition, RCEB will be presenting a “Proposal for Innovative Rates in Contracts with a Family Home Agency (FHA) Provider” for Enriching Lives to serve individuals with more intense support needs.
Impact to RCEB Clients Under Proposal
There are two areas to this request that will impact RCEB clients: (1) Clients residing in FHA’s will be able to receive support during day program hours while staying home due to the pandemic. (2) Innovative rates, above traditional FHA residential rates, will allow individuals with greater challenges to receive supports needed to live in a family setting as part of their community, rather than more restrictive options.
Impact on Regional Center and State Budget
The cost of services has been factored into the RCEB Budget.
