May Revision to the 2015-16 Budget

The State of California Attorney General’s office filed an appeal on April 15, 2015 to dismiss the Court’s ruling on the 14 day uniform holiday schedule and half-day billings. We will provide updates as we get more information on the status of this appeal and its impact on service providers.
Notice regarding Cesar Chavez Holiday on March 31, 2015
The Department of Developmental Services (DDS) informed regional centers that a federal court has issued an injunction against enforcement of the Uniform Holiday Schedule pursuant to Welfare and Institutions Code (WIC) Section 4692. This statute which prohibited regional centers from funding specified vendored services on the previously identified mandatory holidays is no longer being enforced. Therefore, RCEB vendors may provide their regular services on Tuesday, March 31st, 2015. Confirmation and documentation of service provision may be required. The Vendor Electronic Billing (e-Billing) application is to be adjusted by DDS to allow for billing on the days previously identified as uniform holidays.

In accordance with Sections 4519.5 and 4519.6 of the California Welfare and Institutions Code, Regional Center of the East Bay (RCEB) has posted data related to purchase of service( POS) authorization, utilization, and expenditure with respect to consumer’s age, ethnicity, primary language , disability, and residence type. This data is currently being reviewed by RCEB staff for accuracy . Any updates or changes will be posted here. Included in the beginning of this report is a summary of limitations related to this data. We encourage you to review this introductory summary before reviewing the data.

Information about the Capitol People First Settlement Agreement
The Court has provided preliminary approval of the Capitol People First v. Department of Developmental Services Settlement Agreement and scheduled an April 24, 2009 Court Hearing regarding Final Approval of the Settlement Agreement.
